Duties

Following duties have been devolved on the Governor of the Province under the 13"' amendment to the constitution of Sri Lanka through the Provincial Council Act No. 42 of 1987.

  • Appointment of Chief Minister along with the four cabinet of Ministers of the provincial Administration.
  • Appointment of Provincial Public Service Officers and responsible for their transfers, disciplinary action and dismissals where required.
  • Performing the duties as the Chief Executive of the Provincial Council.
  • Covering the Provincial Council Meetings in consultation with the Chief lvlinister.
  • Progress review of each Provincial Ministry once a quarter.
  • Review of operations with the Chief Secretary and the Secretaries of each Ministry each month.
  • Responsible for the Provincial Council Fund
                 
 

Services

In addition to the above mentioned duties which are performed by the Governor. the under mentioned social welfare activities and services are conducted by the Governor's Office.

Good Governance & Accountability

A strong advocate of Good Governance and Accountability he has commenced identified projects as the Governor to improve the public services in the Province as follows. A special project has been launched focused on improving the basic standards and services provided by institutions in the province which have a direct impact on the population. The key objective is to gain a positive perception among the people who receive them. For this purpose selections have been made as follows:

  • One Rural Hospital from each district.
  • One Local Government Authority from each district. (Pradeshiya Sabha/Urban Council)
  • One Police Station from each district.
  • One Divisional Secretariat from each district
  • One Engineering / Road Development office from each district.
  • Fifteen rural schools from the 15 Educational Zones
An as-is study has been done on the above selected institutions and the basic improvements is been planned to be completed within six months. Thereafter another set will be selected for this project and will be continued until a majority of these institutions in the Province are people friendly and acceptable.
       
Governors Mobile Service
The services of the Governors office has been made more convenient and accessible to the people by the introduction of the “Janaloka Mobile Service” held at the Divisional Secretariat level. This program was initiated consequent to a pledge made by the Governor at his inauguration speech. The Chief Ministers Office and the other four Ministries together with relevant officials participate at this full day field service where issues and long outstanding problems of the people are provided with a solution. Issues faced by people such as birth certificates, national identity cards, land ownership, electricity and water supplies and many other unsolved problems are given a one to one hearing and a solution on this day. It is planned to conduct these programs at each of the Divisional Secretariats in the Province.
       
Governors Cup Garden Competition

An exciting annual competition for the Governor’s Cup among Homes, Schools, Commercial establishments, Government Institutions and Hotels has been introduced for the first time to select the best Garden (Vegitable/Flower) in the main city of Kandy. The objective of this project are fold as follows.

  • To assist the country's effort on the "Grow-more" food campaign.
  • To beautify the city and make it more attractive to all visitors.
  • To inculcate the habit of appreciating the value of manual labour in agriculture among the young generation / school children.
  • To build a strong self employment project and improve the household economy.
  • To encourage the city dwellers to maintain a greener/cleaner environment.
       
Religious Activities
 
 

In order to develop a righteous society especially focused on the youth the under mentioned religious programs are conducted under the auspices of the Governors Office.

  • A Buddhist sermon (Dhamma Talk) is conducted each Full Moon Poya day from 4.00 pm at the Governors auditorium for devotees.
  • Morning breakfast (Heel Dana) is provided to almost 500-1000 devotees who participate in the Seela / Bhawana program each Full Moon Poya day at the Historic Natha Devala premises Kandy.
  • Conduct a full day workshop to develop knowledge and skills on Daham teaching and management /administration of the school on each third Saturday of month for approximately 150 to 200 Daham School (Sunday religious schools) teachers selected from the 1678 Daham schools in the Province.
  • Conduct a full day work on leadership and motivation for approximately 100 to 150 Daham School Prefects on each fourth Saturday of the month.
  • A broad based Students Buddhist Society formed among the school children of the Kandy city in order to propagate and develop better cultural and socio values and morals.

Education

Focusing attention on improving the Education standards he has formulated a Governor’s Scholarship Fund has been initiated by the Hon. Governor. Objective of this fund is to support and facilitate a minimum of 1000 students ( Sinhala / Tamil / Muslim ) from low income families to gain entrance to the University and graduate as social responsible citizens in the province. The under mentioned programs have been introduced in order to develop and achieve higher standards in education in the Province.

      • Students who achieve the highest grade (10A’s) at the G.C.E Ordinary Level examination in the Province are felicitated with a Savings Account, a medal and others gifts in order to spur them to achieve higher standards. 176 students in 2006 and 216 in 2007 were felicitated during the past 2 years.
      • Students who achieve the high grades at the G.C.E Advanced Level examination in the Province are felicitated with a Savings Account, a medal and others gifts in order to spur them to achieve higher standards. 628 students who had obtained these high grades at the 2006 examination were felicitated in 2007.
      • A Governor’s Fund has been launched to assist students from low income families.
          • A Scholarship to the value of Rs. 500.00 per a month is awarded to 100 students.
          • A full scholarship including books, tuition fees, clothes and food is awarded to selected extremely bright students.

Sports & Extra Curricular Activities

Development of sports activity in the Province through promoting and motivating students has been given priority. The following programs are being implemented for this purpose.

      • Recognizing and felicitating school teams and individual students who excel in games at the National and International level. Monetary rewards by way of savings certificates sponsored by Banks along with other merit awards are provided in order to motivate them to achieve higher goals.
      • Recognizing and felicitating school teams and individual students who excel in Art, Drama, Cultural activity and any other exceptional achievement at the National and International level.

In order to develop and motivate students to fulfill their aptitude both in studies and sports together with an additional interest the best all round student (Male/Female) in the Province will be selected from 2007 for an award each year. The selection criteria will be excellence in studies and participation at sports at National level and any other special achievement.

 
     
   
     
     
   
     
Ranaviru Seva Services

The families of the disabled servicemen (Army, Nevy, Police & Airforce ) in the Province are supported by way of :

  • Scholarships for the children of servicemen — School books, clothing and other requirements for the education.
  • Building of houses and toilets for disabled servicemen.
  • Providing any other requirements as and when required to these disabled servicemen.
  • Supporting elderly parents of servicemen killed in action.

Pitisara Devala Fund

Assistance is given to conduct Pitisara Devala Esala Perahera in the Province. This programme is in order to safeguard the cultural values which are inhibitant with the Pitisara Devala Esala Perahera held soon after the historic Kandy Esala Perahera. Each year contributions are obtained from well-wishers for Pitisara Devala Esala Perahera and a significant amount of funds are made available to the 13 Pitisara Devala to conduct and maintain the cultural and historical performances of the Kandyan rituals.
